About the event

Organized by the International Committee of the Red Cross (ICRC), this course on International Humanitarian Law (IHL) is designed to help senior humanitarian practitioners and policymakers better understand the international rules, principles, and instruments applicable in armed conflict. The 4-day course offers participants practical knowledge in IHL applicable in their fieldwork and decision-making processes.

Background

IHL is a set of rules that, in times of armed conflict, seek to protect people who are not or are no longer participating in the hostilities and to regulate the means and methods of warfare. It provides a normative framework to facilitate humanitarian action for actors and agencies engaged in bringing relief to mitigate the suffering caused by armed conflict. This course is designed to familiarise humanitarian professionals with the core concepts of IHL and how they work in practice.

Themes

The course will cover topics including the following:

  • IHL fundamentals, classification of conflicts, conduct of hostilities
  • Military in security operations, comparative use of force
  • IHL and counter-terrorism operations
  • Engagement with non-state armed groups 
  • Protecting and facilitating impartial humanitarian work in evolving conflicts
  • The role of humanitarian professionals in respecting and ensuring better respect for international law and standards during armed conflict

The course is designed to draw upon the existing knowledge and experiences of participants. A hypothetical case-study will be drawn upon for all modules to encourage immediate practical application of the principles being discussed. 

Key details

The course runs for 4 days at the ICRC Nairobi Regional Delegation campus in Lower Kabete, Nairobi. It is conducted in English. 

The course fee is KES 12,000 (Kenyan shillings) which covers lunch, morning tea and afternoon tea.  Participants are to make their own arrangements for accommodation and transportation. 

Participants

The course is open to senior representatives of non-governmental organisations, international organisations, state agencies, and humanitarian donor agencies. Applicants should have decision-making roles in their organisations. A legal background is not required.

Due to the venue size, the training is limited to 30 participants. Successful applicants will be notified via email.

Pre-course work

A preparatory online training will be sent to the participants prior to the course.
